Richard Larose is a Cyber Principal at the Canadian Centre for Cyber Security (CCCS), reporting to the DG Cyber Partnership. He provides strategic technical and operational cybersecurity advice, with a focus on Canada’s legislative framework under Bill C-8, An Act Respecting Cyber Security. Richard holds a B.Sc. and M.Sc. in Electrical Engineering from Université Laval. He brings deep operational experience from the Communications Security Establishment (CSE), where he held key roles in SIGINT operations and led a major transformation initiative as Acting Director.
